2 problems with Program help?

1st Problem is : the program will not start i have reinstalled uninstalled done everything i could all it says is another instance of it is running when its obviously not ....what is wrong

2nd problem is : The Registering process for the Agent Name just sits there and does nothing this was before it would run at all

And Also the Files on the Hard drive will not remove This is my computer iam Admin now tell me why they wont remove

Sounds like you have the Agent installed as a service, which is why it says there's another instance. You can look in My computer -> manage -> services to see if the DIMES service is installed and running.
As for your second problem, we've had some problems with our server, so the files may not be removing because the Agent can't send them. This should be fixed now.
